This action usually involves some sort of straight edge being dragged across the surface of the concrete at a specified elevation. This can be done manually or, much more commonly for an industrial concrete floor, by a machine.
When striking off, it is important to lay slightly more concrete than required so that there is plenty of excess scraped off which can fill the low points on the surface. The surface should be checked afterwards to ensure that all low points have been filled.
